Evaluating multiple water supply alternatives and preparing to select a path forward
Muskegon Heights has reached a major milestone in fulfilling Michigan Department of Environment,
Great Lakes, and Energy’s 2023 Administrative Compliance Agreement: evaluating multiple water supply
alternatives and preparing to select a path forward. On December 8, 2025, Black & Veatch presented an
overview of the Alternative Portfolios to the Muskegon Heights City Council and community members.
The discussion covered each alternative’s required improvements, costs, staffing, rate impacts, and
evaluation criteria:
- Alternative A – 25 MGD Water Filtration Plant
- Alternative B – 8 MGD Water Filtration Plant
- Alternative C – 5 MGD Water Filtration Plant
- Alternative D – Purchase water from the West Michigan Regional Water Authority (WMRWA) or
the City of Muskegon - Alternative E – Contract Operations (alternative removed from consideration due to lack of
available contractors)
