ZONING BOARD OF APPEALS BYLAWS

BOARD OF CANVASSERS

To publicly verify election returns.  This committee is reserved for citizens only, not elected members of Council.

BOARD OF REVIEW

To examine and review the assessment roll for the current year as submitted by the City Assessor.

BROWNFIELD REDEVELOPMENT AUTHORITY

To foster innovative land use in accordance with regulations, which provide for flexibility for enhanced land development.

BUILDING/HOUSING CODE BOARD OF APPEALS

To provide minimum standards to safeguard life and limb, health, property and public welfare be regulating and controlling the use and occupancy, location and condition/maintenance of all residence buildings and structures with the City.

CITIZENS REVIEW COMMITTEE

To serve as advisers to the Community Development Committee and Planning and Community Development Department on matters relative to assessing, planning and implementing Community Development Block Grant (CDBG) federally funded programs.

DOWNTOWN DEVELOPMENT AUTHORITY

To aid in the presentation of the Downtown Development District.  To minimize deterioration through the creation of development plans, promotion of economic expansion, land acquisition, taxation (levy and collect), bond issuance and provide tax increment financing.

ECONOMIC DEVELOPMENT CORPORATION

To assist in bringing economic and business development to the City by providing financial assistance in the form of loans.

ELECTION COMMISSION

To examine voting machines, prior to City Elections.  This includes approving election ballots, inspecting equipment and appointing precinct inspectors.

ELECTRICAL BOARD OF APPEALS

To determine the suitability of alternate materials, methods of installations, qualifications of persons and provide for reasonable interpretations of the Electrical Code.

HOUSING COMMISSION

To serve and act in the best interest of the Authority given the duties vested or that are permissible according to the regulation in which it is governed.

INCOME TAX BOARD OF REVIEW

To grant and hold hearings on appeals of taxpayers or employers who have been assessed tax, denied a claim for refund, or aggrieved by a special ruling of the administration.

LOCAL OFFICERS COMPENSATION COMMISSION

To determine the salaries and expense allowance or reimbursement paid to local elected officials.

MECHANICAL BOARD OF APPEALS

To determine the suitability of alternate materials, methods of installation and provide reasonable interpretation of the Mechanical Code.  The board shall further act if and when it necessary in making correct determination of any appeal(s) arising from actions of the administrative authority.

PARKS AND RECREATION COMMISSION

To serve as an advisory panel that makes recommendations to City Council as it pertains to examining and considering programs, activities and budgets involving recreation and use of City Parks.

PLANNING COMMISSION

To adopt/govern regulations relative to the land within its jurisdiction.  The Commission will promote public interest in and understanding of its master plan for the physical development of the municipality.

PLUMBING BOARD OF APPEALS

To determine the suitability of alternate materials, methods of installations and provide for reasonable interpretations of the Plumbing Code.  This board shall further act in making befitting determinations of any appeal(s) arising from actions of the administrative authority.

ZONING BOARD OF APPEALS

To grant variances where applicable, after review of applications, general requirements of ordinances, which may create a hardship and interpret code as required.
