Request for Proposals and Qualifications for Geotechnical Services

The City of Muskegon Heights is now accepting proposals from qualified Geotechnical Engineering
consulting firms to perform a multi-phased geotechnical investigation at 347 Lakeshore Boulevard.
The site is located along the south side of Lakeshore Boulevard, along the north shoreline of Mona
Lake (approximately 15 acre +/-). As part of the eventual site improvements to the site that will
occur at a later date, within the quotes received, the Respondent should consider that the
improvements may include groundwater retention/detention aspects, subsurface groundwater
drainage or hydrologic analysis, slab-on-grade structure enhancement, replacements, and existing
pavement replacements

Bids can be accepted only in hardcopies in sealed envelopes to the Office of the City Manager, 2724 Peck
Street, Muskegon Heights, Michigan 49444.
Any questions can be emailed at [email protected] and will be due on 4.7.2021 at 10:00 a.m.

NOTICE TO PROSPECTIVE BIDDERS

The City of Muskegon Heights, Department of Planning and Community Development will accept sealed bids from qualified contractors for work which may be funded in full or in part through Muskegon County Senior Millage, Community Development Block Grant (CDBG) and/or other funding sources.

Because this project may involve federal funds, contractors and subcontractors must comply, where applicable, with HUD contract provisions 24 CFR part 85.36(i), the Davis-Bacon Act, Nondiscrimination, Equal Employment Opportunity, Affirmative Action, Section 3 requirements, Anti-Kickback Act, Federal Occupational Safety and Health Act and Department of Labor Standards and Regulations as set forth in this notice, which is a part of the contract bid document and will be further noted in the contractual agreement, upon award(s). The City is an equal opportunity employer.  Minority owned and/or operated businesses are strongly encouraged to bid.

Bid packets may be picked up between the hours of 8:30 a.m. and 5:00 p.m. at the offices of the Planning Department, Muskegon Heights City Hall; 2724 Peck Street; Muskegon Heights, MI 49444.

Sealed bids will be accepted at the office of the City Clerk, also located at the address referenced above until Friday, October 11, 2019 no later than 4:30 p.m.

The City of Muskegon Heights invites all interested companies and individuals to submit qualifications and a cost proposal for the Community Development Block Grant Funded Demolition Program. A set of conditions, specifications, and requirements are enclosed.

Sealed proposals clearly marked with “RFP 19-CDBGDEMO-16-AUG” will be accepted at the City of Muskegon Heights – Clerk Office; 2724 Peck Street; Muskegon Heights, Michigan 49444 until 3:00 p.m. on August 16, 2019.

There will be no Pre- Bid meeting involving this RFP process, however, if there are questions surrounding the contents therein, please contact Karey Morrow, Chief Building Official at 231.733.8860 or via email at [email protected] or via the office, Department of Inspections;  2724 Peck Street; Muskegon Heights, MI 49444.
